Could we say “we check the box if the sender is not in charge of the group”?

As a secretary I must always forward the email to the group manager so yes, this will save me time and avoid forgetting to tell the manager...

Personally, I do not agree at all. I don't think we necessarily want to send the email to the managers, especially when the manager sends the email himself. There are not always 42 managers per group and in many cases it is the manager himself who sends the email. I don't see myself forcing everyone for an option.
